This is something that is really easy once you get the steps down. So here we are making
it snow, using a gif animated snow. I have found a few of these little snow gifs, but I use
the one with 5 frames, just because it is easier.
We are going to make this...
You will need Paint Shop Pro, any version can do this. I am using XI, so my screen shots may look alittle different than yours. You will also need this graphics, right click and copy, then paste into your program.

And the snow animation, click HERE.
Right click on the background and save. Even if you don't see anything, I did try it and it saved it ;-)!
You will also need
Animation Shop.
Open your snow in Animation Shop.

Now you will see the 5 frames of snow.

Now click Edit/Select All.

You want to click File/Export/To PSP.

In PSP, you will see this...

This is actually all the frames of snow smashed together! To see only one frame, you will look at your layers pallet.

Now click the eye on each frame, except for frame one(which is at the bottom).

Once you have just the first frame selected, now you want to set up your materals pallet. Click here...

Then click Patteren.

Click on the selection window.

Find your snow frame and click on it.

Now click on your graphic to highlight it.

You want to go back to your layers pallet and add a raster layer.

Make sure your new raster layer is selected in the layers pallet.
Click on your fill tool.

Now click on your graphic, and the snow should appear.

Now save your first frame. I save as a jpg, because this keep more detail, and merges all the layers. Name your frame as a1 (or what ever works for you). Now click the undo button.

You want to repeat each of the steps you just did, for each 5 frames.
Click on the snow frame, change the frame showing from frame one, to frame 2.

Go back to your material pallet, click on the patterent menu again, and click on the frame of snow. You may not see a different here, but if you don't reclick the frame, you will be filling it with the same snow, and it wont work right. So be sure to not skip this step!

Click on your graphic and save as a2. Now repeat for the rest of the animations of snow, you
should end up with 5 frames. Be sure not to leave any steps out!
Now that you have all 5 frames saved. You want to go back to your animation shop. In here, you will
click on the animation wizard button.

Click through the steps, not changing anything, until you get to the numger for speed. You can set it for 10, you can always change it later if you don't like it.

Now click next and open your 5 frames here.

When you get done, you should see this.

Now click the animation view button and see what it looks like.

There you go! You are done, just click save!! If you want to change the speed, you can click Edit/Select all then click Animation/Frame Properties and change the number. Higher is slower, lower is faster.
