We are going to make a frame like this

You will need the following:
PSP (probably any version)
Lynx Brk Font

You will need to open a new (CTRL+n) project. You want it transparent 400x400 pixels. Once you know how to make them, you can make them all sizes!
You can add a new raster layer and fill with a dark color while making the lace, because it is hard to see it. You will delete that layer later. Dowload, unzip and open the font and leave them open it should show up in your font menu, even without being installed.
I have these settings for my font tool.

Make sure your kerning at -325. I set my font size at 30, but this varies from font to font and the size you want your fame. You want white in your background and the foreground closed if you want.
Click in the middle of the of your project. And in the text box type capital X all the way across. It should look like this.

Now you want add a new vector layer (so your x's and dashes aren't on the same layer. Click your project again, still with the font tool, and you want to add a row of dashes "-" across it.

You want to line of the bright white circles in the x's and dashes.

Once lined up, duplicate the dash layer

And move it above the x's, and again line up the brighter circles.

X out the 2 background layers and Merge Visable.

Add a drop shadow onto your merged layer with these settings

Now it looks like lace! You can get many many looks depending on what font you use and what you do with it. The next thing you want to do is add a raster layer. The select your selection rectangle tool.

Try to make your selection smaller than the circles in the lace, so we can run a ribbon through the lace.

Choose a gradient and fill your selection. My settings are these for my gradient.

Now de-select and make 2 more ribbons, you can either duplicate your layer or copy and past as new layer.

Place one on top and one at the bottom.

Right click on your merged layer and choose Arrange/move up, untill it is on the top.

See you have ribboned lace! Now on your merged layer, you want to click on the eraser tool and put these settings, the size would depend on the size of your ribbon, because you want to make a clean erase of the lace, the same size as the ribbon.

See my eraser tool is the same size as the ribbon.

I want to erase the lace at every other circle. After I erase the lace it will look like this.

When I have erased every other one, it looks like this.

Again, make sure your 2 background layers are closed and mrege layers visable. You want to place on at the top. Duplicate and paste as new layer another and place at the bottom. Now duplicate again and you want to rotate 90 degrees (dont matter if you go right or left) and place one at the left and duplicate this layer and place the 2nd at the right. And your frame is formed!

Now you delete the dark background layer and you can add a photo and you can add embelishments as you wish! Easy and beautiful!
