This is what we will be making

I am using PSP XI, but you can do this any version.
Let us start with opening a new file

set like this

This will be our texture for our ball. Click on your selection tool, and make sure you are on the rectangle shape.

Go up to the top and click on custom selecttion.

You want to set your numbers as follows.

You should have something that looks like this, half of it selected.

Choose your 2 color in your color pallet. Any 2 colors you want.

Click on your fill bucket.

And left click on your left side that is selected.

Deselect.

Now right click on the other side, so that it fills your ribbon.

Now, open a new project. With these settings.

Click on your materials pallet, and click patteren, and find your new 2 colored ribbon as the patterent.

Click on your new opened project and fill it with your patteren.

Now go to the top and click here...

With these settings.

You should have this now.

Now go back to the top and click here...

You will need to click on each of the part and have these settings...
PLEASE BE ADVISED THAT DIFFERENT PSP VERSIONS MAY HAVE DIFFERENT EFFECTS,
YOU MAY HAVE TO ADJUST THESE SETTINGS!!
Shape

Illumination
For PSPX (and maybe other versions) you may need to click the bubble light box too, if you don't
get 2 glare spots on your ball.

In your preview, you should see this if you zoom out.

And when you click OK, you should have this.

To decorate your ball, you will need some room, so if you want, resize it.

Move it down, so you can add stuff at the bottom.

You can also go to Adjust/Sharpness/Sharpen, if you want.
Now add a shadow to your ball. First click on your selection wand and click
in the outside of your ball.

Now click INVERT.

And Float your ball.

You should see this in your layers pallet.

You want to apply a cutout effect.

With these settings.

And you should have a shadow on your ball.

Now defloat.

And Deselect.

Now you can decorate as you wish. Here are some I did, using tubes, leaves, bows
and other stuff!
This is the one that started it all, I saw this colored ball on someone's sig tag
and thought it was soooo pretty

Here is a bottom decorated one. I used that tube that comes with psp called gold rope.
