
Making cutout shapes in DIP9 is a little different than the other versions of PI/DIP. You will have to do a little work, but it is very possible to do!
First pick a photo/graphic you want to cut a shape out of. I have chosen this cute graphic.

You will go to your top toolbar. You are looking for this...

You need to click the circle/square icon I have pointed out with a red arrow above. Then click on the word SELECTION. Once here you will see this window

You will click on the shape to the side to choose the shape you want to cutout with.

Once you have picked a shape, you will now go to your picture, you will see a cursor like this

You should start at the top left corner where you want to cut out, click your mouse button and hold it down, drag it toward the lower right until all the area you want in the cutout is in the milky area, then let go.

Now you should see this "marching ants" shape around your "cutout" area.

If you didn't get all of the picture in the selected area, you can adjust your selected area by going back to here

and click here

Your selected area will be milky colored again, and you will see little sizer squares in different areas of your selected outline.

You can grab one of the little squares hold down the mouse button and drag it outward to make the selected (milky) area larger.

Once you have your picture all inside the selected area, you will then click DONE

You have to be sure you click done, or you can't do anything else!
Now you need to invert your selected area, so you can cut out your shape. Go back to

and now click

You will see on your picture that it has selected the outside of your shape.

The the area between the red arrows will be cut off. You will go to EDIT/DELETE

and the outside of your cutout will be gone. At this time if you want to work on your cutout, you can go back to

and click

Your cutout should be selected, with the marching ants, going around the outside of the cutout.

Now if you want to actually move your cutout, this is not possible, it is something new in DIP (don't ask me why, seems silly but...), and if you look to the right stack you will see this lock next to your cutout's picture there

You can solve this by just duplicating your cutout, by EDIT/DUPLICATE or CTRL+d keys.

Then you can just delete your cutout with the lock beside it and save this cutout either in PNG or gif to save it with a transparent background around it.
